Housing Improvement Programme: OPAH 2023-2028.
The CC of the Vallée de la Haute Sarthe has launched a new Housing Improvement Programme (OPAH) with effect from 1 January 2010.st septembre 2023.
Its aim is to support private homeowners who wish to carry out work on their homes by offering financial assistance, as well as technical and administrative support.
This project is part of the CC de la Vallée de la Haute Sarthe's inter-municipal policy to promote residential attractiveness. It was made possible thanks to a broad partnership that includes the CC of the Vallée de la Haute Sarthe, the Agence Nationale de l'Habitat and the Département de l'Orne.
The CC of the Vallée de la Haute Sarthecommissioned the association SOLIHA Territoires en Normandie to welcome beneficiaries at office hours by appointment :
- Every 1st Wednesday morning of the month in Le Mêle-sur-Sarthe, at the Town Hall, 21, rue de Libcany, 61170 Le Mêle-sur-Sarthe.
- Every 3rd Friday morning of the month in Courtomer, at the town hall, 1, place Saint-Lhomer, 61390 Courtomer.
BEWARE OF FRAUD !
Soliha Territoires in Normandy is the sole point of contact for commissioned by the CC de la Vallée de la Haute Sarthe as part of the OPAH.
This means that if you do not apply to Soliha for a subsidy, you will not be eligible for assistance under the OPAH of the CC de la Vallée de la Haute Sarthe..
We would also like to remind you that neither Soliha nor Anah canvass for work : under no circumstances can a company claim to be from Anah, a public service or Soliha in order to approach you. Soliha will contact you if and only if you have asked to be put in touch by leaving your contact details.
Why a new OPAH in the CC of the Vallée de la Haute Sarthe?
Grâce à l’engagement des élus, le territoire a bénéficié de plusieurs OPAH ces 20 dernières années. Une étude réalisée à l’automne 2022 a montré que des besoins d’amélioration des logements privés persistaient sur le territoire. C’est pourquoi, il a été décidé de lancer une nouvelle opération pour permettre aux habitants de vivre dans des logements sains, confortables et économes en énergie, dynamiser l’activité des artisans et valoriser le patrimoine bâti.
L’objectif est de traiter 125 dossiers sur 5 ans.
A total of €1,477,645 has been earmarked for this purpose.
Who can benefit ?
All owners of a home over 15 years old that they occupy as their main residence in one of the 31 communes of the CC of the Vallée de la Haute Sarthe are potentially eligible. In addition, they must not exceed a certain income level, which varies according to the number of occupants in the property.
Landlords who rent out their property are also eligible, but under more restrictive conditions.

What are the benefits ?
Eligible owner-occupiers can obtain assistance from the Anah using funds earmarked for the CC VHS OPAH. Depending on the case, this aid may be supplemented by other aid (from the Normandy region, the Orne department, the Vallée de la Haute Sarthe community of municipalities, pension funds, etc.), making it possible to obtain up to 80% aid.
Eligible landlords can also obtain assistance.
Eligible households will also benefit from administrative support (to collect the administrative documents needed to submit aid applications) and technical support : a visit will be scheduled by a technician from Soliha Territoires en Normandie. This specialist will carry out a full diagnosis of the property and advise the people concerned on the most appropriate work to be carried out.. For energy-saving work, he will also carry out a thermal study including an estimate of the home's energy consumption before and after the work.
What work is eligible?
Priority will be given to all work aimed at saving energy: insulation, changing the heating system, replacing joinery, etc. The second priority of the scheme is to enable people who are losing their independence to remain at home. All work to make homes accessible inside and out is therefore eligible (bathroom adaptations, stairlifts, home access, etc.). The final objective is to enable homeowners in very run-down properties to carry out work to bring their homes up to standard.
Ineligible expenses include (but are not limited to): embellishment work, work to bring sewage systems up to standard, etc.
Quotes and companies : only companies entered in the commercial register can be consulted.
WARNING ! : the work must not start before the application has been approved. You then have 1 year to start the work, which must be completed within 3 years.
