The Communauté de Communes de la Vallée de la Haute Sarthe is an EPCI (Etablissement Public de Coopération Intercommunale) which, since 1 January 2013, has brought together the communes of the former CDC du Pays Mêlois, the communes of the former CDC du Pays de Courtomer and the communes of Hauterive, Neuilly-le-Bisson, Aunay-les-Bois, Buré and St Quentin- de-Blavou.
The principle of speciality means that the EPCI can only exercise the powers that have been assigned to it by its member municipalities. The principle of exclusivity means that once these powers have been transferred, they can no longer be exercised by the municipalities. However, this principle does not prevent them from transferring some of their powers to a mixed syndicate.
Competences of the CC de la Vallée de la Haute Sarthe
COMPULSORY POWERS
- Spatial planning for actions of Community interest
- Territorial coherence plan and sector plan
- Local urban development plan, equivalent urban development document and local map
- Economic development actions under the conditions set out in Article L4251-17 of the CGCT (French General Code of Territorial Cooperation)
- Creation, development, maintenance and management of industrial, commercial, tertiary, craft, tourist, port or airport activity zones
- Local commercial policy and support for commercial activities of Community interest
- Promotion of tourism, including the creation of tourist offices
- Management of aquatic environments and flood prevention, under the conditions set out in Article L211-7 of the Environment Code
- Creation, development, maintenance and management of reception areas for Travellers and family rental sites as defined in 1° to 3° of II of Article I of Law no. 2000-614 of 5 July 2000 relating to the reception and housing of Travellers.
- Collection and treatment of household and similar waste

The constituent bodies of the CC de la Vallée de la Haute Sarthe
THE COMMUNITY COUNCIL
The Community Council is the deliberative body of the intermunicipal structure. Its role is to examine the proposals put forward by the executive committee and to make them binding by deliberation. The various projects and actions can then be implemented. The Community Council is made up of delegates from each commune belonging to the CC de la Vallée de la Haute Sarthe.
THE COMMUNITY OFFICE
The Community Bureau is made up of the Chairman, the 9 Vice-Chairmen and 3 mayors of the core communes (Courtomer, Hauterive and Le Mêle-sur-Sarthe). It meets to examine the proposals put forward by the committees, to prepare the meetings of the Community Council and to define the strategic direction of the inter-communal structure.
COMMISSIONS
The committees bring together community delegates to discuss issues defined by the Chairman and related to the community's areas of responsibility.
THE ADMINISTRATION OF THE CC de la Vallée de la Haute Sarthe
The administration includes the general management of services, the various departments where community bodies are organised and the general running of the community. The total number of full-time and part-time staff is 70.
