The ALUR Act of 24 March 2014 systematised the transfer of PLU competence to the communities of communes.<\/p>

By deliberation dated 03 July 2018, the CC of the Vall\u00e9e de la Haute Sarthe initiated the preparation of its intercommunal PLU. The operational launch took place in July 2020. The territory is supported by the Ouest Am' consultancy.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

The aim is to define the regulations governing land use. The ILPS is built with a forward-looking vision, by projecting over the next 10 years and in a constrained regulatory context:<\/p>

  • By taking into account the assets and sensitivities of our territory<\/li>
  • Consistent with local and ongoing development prospects<\/li>
  • In the general interest<\/li><\/ul>

    The ILPS defines the prescriptions indicating what form construction must take, which areas must remain natural, which areas are reserved for future construction, etc. In particular, it must clearly set out the territorial project known as the Sustainable Planning and Development Project (SPDP). In particular, it must set out a clear vision for the area, known as the Sustainable Planning and Development Plan (SPDP), which summarises the local authority's general intentions for the development of the area.<\/p>

    The ILPS, given its inter-communal scale, makes it possible to apply a sustainable and coherent development strategy while preserving resources and spaces, and to promote harmonious development of the various communes making up the EPCI thanks to collective architectural, urban and landscape integration.<\/p>

    This document will replace all local planning documents.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

    The decision of 03 July 2018 sets out the consultation procedures, specifying how the elected representatives wish to involve local stakeholders. These procedures include making a register of comments available at the CC headquarters (throughout the procedure) and holding public meetings.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

    The different stages<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

    The first phase involved identifying the issues. Numerous meetings and workshops brought together elected representatives and local stakeholders to draw up an inventory of the situation in our community.<\/p>

    The aim of the second phase was to define the territory's strategy on a number of themes: organisation of the territory (territorial framework and business parks), housing, the economy, mobility, the environment, landscapes, etc. It resulted in the drafting of the Sustainable Planning and Development Plan (SPDP), which was debated by the Community Council on 23 May 2023.<\/p>

    The third phase, which is currently underway, aims to translate the strategy into regulations :<\/p>

    • The zoning (graphic regulations) which identifies the different types of zone: Urban (U), Urbanisation (AU), Agricultural (A) or Natural (N).<\/li>
    • The written regulations, which set out the rules that apply in different areas of the territory, as well as a series of prescriptions (how to protect hedges and woodland, how to take account of heritage, etc.).<\/li>
    • Development and Programming Guidelines (DPG), which define the rules applicable to sectors where development is at stake (\u2018sectoral\u2019 DPG) or to specific subjects (\u2018thematic\u2019 DPG).<\/li><\/ul>

      After this phase, the draft ILPS will be adopted by the Community Council: it will then be submitted for the opinion of the Associated Public Bodies (State, Department, Consular Chambers, etc.) and then for a public enquiry. It can then be approved by the Community Council.<\/p>

      The aim is for the document to be operational by the end of 2025 \/ early 2026.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

        Public meetings were held as part of the process of drawing up the inter-communal Local Town Planning Scheme :<\/em><\/p>

        • In Courtomer, on Wednesday 16 October, at 19<\/strong> h<\/strong> 30<\/strong> \u2013 Multi-purpose hall in Courtomer <\/strong><\/em><\/li>
        • Le M\u00eale-sur-Sarthe, Wednesday 27 November, at 19<\/strong> h<\/strong> 30<\/strong> \u2013 Intercommunal hall in Le M\u00eale sur Sarthe<\/strong><\/em><\/li><\/ul>

          These public meetings will provide an opportunity to present the progress of the studies and exchange views with participants. They will focus on the strategy for the area and the regulatory documents (zoning, written regulations, planning and programming guidelines).
